After reading posts here the last few weeks, and analyzing the sequence of events that they have released in PR's, I now think they have been buying back shares for a few weeks.
First they changed the A/S from 1.5 Billion to over 100 Billion and stated this somewhat subtly when they released their financial statements for 2008 and Q1 of 2009 earlier this month.
This helped drive the price down to a no bid 0. Usually if this happens there would never be anyone left to buy any shares back because the company would be gone.....but someone did start buying the moment it went to no bid 0 people bought on the ask at .0001 and in big volumes for days.

They wanted to price to push as low as possible so they can load up and then announce a buyback of share to drive the price right back up

The problem is how to get the pps to start to rise now.??? A PR has to be released to announce a share buy back that in fact is already taking place. That will drive the price back up and get them to a .25 pps without a R/S.

Just my thoughts and I hope that I am correct.
