yup, it sure is,

1-2500 to get it to .25 BUT ts gotta maintain the bid at .25 for 90 days ( something there about .10 for the first 30 days???)

1-10,000 to get it to a buck

don't make any sense to me, what the hell is this OTCQX anyway other than a top tier rating on pinksheets.com. who cares??

I think this has something to do with EVLN, bid already at $4.00 and is a fully reporting OTCBB company
