There is an explanation why people are selling below the ask:

Alot of traders down here in pennyland have been burned when they put in sell orders at the ask because for some reason they get left behind when the price suddenly goes down below their asking price. They then get left chasing down to try and unload. So these traders now pre-anticipate that this will happen again and they enter their sell order below the ask so as not to be caught chasing down again.

IMO it is MM and broker tricks and controls. Obama should clean up these MM and broker and clearing exchange games.
