I can already see ABH's reply being typed, so let me type it for him. My take would be since that report was published on the same day as the last PR, they simply didn't put TENTATIVE in their report, but that they referring to exactly the same situation others reported on. Hopefully they didn't include that word because they know TENTATIVE is just a precursor to the final agreement. Crap, I couldn't even keep it negative all the way through. Sorry! I guess I failed :). All this is just MO, of course.
