Ohio may work differently, so cameras may be a good option. But here in Mass. if ones insurance lapses the insurance company notifies the registry of motor vehicles, and the rmv issues a notice to the owner.
But from there the rmv does nothing until either the vehicle owner gets pulled over or in an accident.
Same with tickets for moving violations, you get one (ticket) you have 10 days to pay or appeal, if neither is done, your license is revoked. But again there is no follow through until said person gets stopped or in an accident.
If these people cannot pay the insurance how can they pay a fine?
I understand that cameras at lights may somewhat serve as a deterrent, but they mostly keep the honest people honest.

Unfortunately those that choose not to abide by the laws continue to walk free.
