I guess it's not ok for the employer to steal from the worker but it is ok for the government to do it. :>):>)

I know what you're talking about. I was Bureau Chief of a state agency for the collection of delinquent unemployment and disability tax payments withheld from employees. These are regarded as fiduciary funds held in trust. That's why it's such a big deal.
