The person who is legally responsible for authenticating the certs is the Transfer Agent. Not the compliance officer at a brokerage or broker-dealer.

Sadly, brokers and broker-dealers are legally protected from third party fraud and the issue becomes a civil proceeding between the party who committed fraud and the entity defrauded.
It's the Transfer Agent who clears or notifies the brokerages of a fraudulent certificate.

Someone whose job it was to verify the authenticity of the certs obviously wasn't doing their job.
If someone printed up counterfeit certs for google and tried to deposit them with their brokers, where would the certs authenticity be vetted?
