So I would assume that at this point, Xeon has this technology enabled, and Pentium 4 does not.

I was under the assumption (based on Intel presentation at either IDF or their analyst meeting) that this was something that was beyond 2004.

You may be confusing this with acoustic something or another, that just smoothly changes the fan speed.
