Intel calls their version "SpeedStep". DBS is nothing but an acronym for Demand Based Switching.

I took a look at Dell's website, and they do not mention DBS functionality for Xeon or Pentium 4 based systems; Intel, however, mentions DBS and SpeedStep functionality in the Xeon datasheet.

So I would assume that at this point, Xeon has this technology enabled, and Pentium 4 does not. If low power clients all of a sudden become a priority, then the functionality will probably be enabled in the desktop as well.
