To determine dilution I would just look at the increases in the O/S, as that includes both the float and the restricted shares. Looking at what is in the company's "treasury" doesn't mean much until it is sold and enters the O/S. And as we have seen recently, the company can increase the stock in their "treasury" any time by increasing the A/S. A restricted share is still a share in the company, you just can't sell it for a year. The company does that when selling shares to raise money. They hope that they will be in production by the time the restiction is lifted and that the increase to the amount of shares that can be traded will not have a negative impact on the share price. By doing this they are hoping to restrict the amount of selling that can be done on the open market and keep the pps as high as possible until they are making a profit, at which time the stock should stand on its own.
