"NITE on the Bid"--definition?

I have read many posts stating that "NITE is on the Bid". Would someone please explicitly define this? My interpretation is that NITE (Knight MM) is the highest Bid price, thus buying up all shares being sold at that Bid price. When they are buying shares, I take it that this is bullish? Why?

I ask this, because I observed this morning from delayed L2 that NITE has the highest Bid price for ITCV:
