Most upstart companies have very large amounts of Authorized shares. The authorized is the amount of stock the company has in their treasury. This stock is used to purchase other companies, stock dividends, and stock options. This has no bearing on a company until the stock is issued.

Once the stock is issued, it becomes part of the Outstanding shares. These shares are in the total amount out, but again usually does not mean a change in the float or tradable shares.
