The term operator is synonymous with "driller" and in control of drilling operation decisions vs. partnership (who watch from abroad)... Budgets are established and agreed upon, within the consortium, and decision making power is handed over… The operator has the first right "say" within all aspects of the drilling program process, and normally is held (fiscally) responsible for budget over-runs (in the case of debate)…
