To allege something occurred doesn't mean it's actually occurred. It simply states that they have enough evidence to conclude that someone screwed up---and they list the "who's", "what's", "when's", "where's", "why's" and "how long's".

It's up to a court to decide if the state has enough evidence to overcome it's burden of proof and to convict someone.

Until then, it's simply an "accusation".

Having said that, I really think the fed's have a strong case against those listed in the complaint/indictment.
