Video of Admiral Inman in April 2008

This is a video of Admiral Inman at the Univeristy of Texas in April 2008 answering two questions at the end of a presentation. From the youtube description: “On Monday, April 1, 2008 Admiral Bobby R. Inman spoke at the University of Texas-Pan American on issues related to, terrorism, Middle Eastern politics, and cyber security.”





The first question is about the cybersecurity commission. (The video was put on youtube by an organization that believes the World Trade Center attack was an internal conspiracy, and the second question is theirs.)

The audio quality isn’t great, so I’ve transcribed it from many listenings.

FIRST QUESTION

Q. The first one is: you’ve been appointed to the new Congressional commission on cybersecurity. I was hoping you could talk about that a little bit and what that’s all about and what recommendations you might have, what you’re particularly concerned about.

A. When I was approached about the commission I _____ thought it was a Congressional commission and agreed to lend my name to it. And then I discovered that it was a CSIS commission, not a Congressionally-mandated commission. And that the leadership there weren’t ________ what the outcome should be. So I am observing their activity, not trying to direct it.

But I’ll tell you[?] it’s a huge problem. Cybersecurity is probably the fastest-growing threat on the planet[?]. Think of it in five different dimensions.

The disaffected, the hackers. The student or the internal employee. Either mischievous or looking to do some revenge.

Second ______ criminal, and it’s really growing. They’re all over the place. The banks don’t let us have any idea how much money has been siphoned out. Corporations that do security for the banks, they’ve been telling me if you say anything about it, you lose the business _______. But it’s huge and ______.

Third dimension: terrorist: vulnerability: bring down the electric grid, bring down the control of all aircraft that are in the air ______. How do you work _______. Does it create panic or not, but at least that’s an option. ______ look at vulnerability. There potential is clearly growing.

Nation looking to use it as a means of war. And there’s been enough exploration by the Chinese and by the Russians to ____ think they’ve at least contemplated. And certainly when you see what they did – what Russia did to Estonia, it’s there as a ______ something to worry about.

And I’m stumbling over what the fifth one was in my mindset. It relates again to the commercial world and the commercial world’s either ability to get the tools to help them tackle[?] security or the absence of those, and how do you transfer it from the government to deal with private sector. It’s one thing to look at what you try to do to whole government systems ____ if you _______ also reduce the vulnerability in the commercial world ______.

There were 24,000 reported intrusions – reported intrusions in 2006. There were 37,000 in 2007. That’s a rate of growth of 150 plus percent.

That’s why there’s a large amount of money in the budget before the Congress, new money. Some the intelligence community, some ______ a lot for Homeland Security to try to tackle these problems. So it’s a large and growing for the years out ahead.
