If the drugs are being prescribed for purposes other than medical treatment, the doctor is liable for criminal prosecution. Admittedly, this would be somewhat hard to prove, although not impossible.

As a practical matter, I don’t think docs get charged with a criminal offense unless they’re caught prescribing an addictive drug to someone they knew—or should have known—was an addict. (See #msg-20522244 for a case in point.)
