If the Lees plan to buy EESO, whey are the entering into contracts with EESO (Pig Manure Deodorization and Algae Remediation)?

Secondly, the Algae remediation PR says that Star Towers (Lees) have signed a contract for $12 million, IN ASSOCIATION with Dow Chemical and EESO...

The expression "In association" is the KEY...The challenging part is to figure out the meaning "in association" in this context...OR is it a COMBINED project, with EESO and Dow participating in the remediation?

One more thought: If Dow Chemical is the BUYER, then wouldn't the Lees have entered into a Contract with Dow, after they buy EESO?
