You're correct that Clinton ADMIN changed the rules for which during the Bush Admin Wall Street and Financial Companies ran wild/loose.

They were like Rogue Traders but no one calls a spade a spade anymore.

That's what they should call these Banker Bozos that showed up in front of the other Congressional Bozos.

Rogue Bankers
Rogue Legislators

Or substitute RETARDED for rogue.
That also works.
