"Considering" 2G "forgiven", after having an arbitration award to the contrary, is a fiction that no one on the street will accept. That also is true for potential 3G licensees, and current licensees seeking renegotiation or extension.

Exactly.

Everybody can do the math. Some portion of this has to be attributed to 2G and it will also be noticed that ALL previous 3G sales were forgiven (or you get an even lower rate if you include these shipments).

Not much incentive for anybody to ever settle. At the very least you should drag everything out in court for as long as possible since it is likely you will never pay for the units you ship in the mean time.
