Here is an interesting site which shows a $2.5m earmark appropriation in the name of High Altitude Airship (HAA). No entity is named as Beneficiary/Recipient, but the earmark was sponsored by a Senator and a Representative from the state of Ohio. I wonder who (Lockheed-Martin probably; since they own the word HAA - their TM) will ultimately receive that earmarked money?
