Dalby was one who visited the Middle East last year, so I'm assuming the lead-time for governmental purchases, regardless of country, seems to confirm the 18-month timeframe mentioned in the past.

The question, again, is why are international governments buying and our own government won't invest in domestic/foreign training? The US is no longer #1, actually around 28th, in social, political, infrastructure, healthcare indicators, etc. This could explain it. Hopefully common sense makes a comeback in Washington.
