I think that part of the apparent discrepancy lies in the fact that the $1 to $2 per device represents the average royalty per device plus all other revenue sources (IC's, IPR, IFX royalties, Engineering Services, etc).

The equation looks more like:

Avg. $ per device = (Device Royalties + Other Revenues)/# Devices
