I wonder if that makes much difference for industrial quality stones, which seems to be what the two little specks are.

everything I have read -- which isn't much -- leads me to believe it's the weight of the rough cut.

Gemstones are trickier, as really big ones usually have to be split into smaller ones, or one large one and lots of smaller ones.
