Yes they can. The rules are on the books. London did it with copper last year because too many holders were requesting delivery and they didn't have the copper to deliver. It will happen on the comex too if too many demand delivery. Whether they deliver or fail and demand acceptance of cash, the result will be the same. Definately good for prices.
