Altho I think if a poster is posting ultra positive on penny stock talk board and the price of the stock just goes down and down then RS and then just continues to go down.. It is a given that the person is paid to bring awareness to the stock!

It's a given? If you believe in assuming facts not in evidence, so be it. Some investors just marry their stocks and want to believe.

That is between them and the SEC. Take it up with the appropriate regulatory entity.

I have even been told by administration that I am harassing by asking what is required by SEC law?

Why don't you ask the SEC? Or a lawyer? I don't think anyone else should be giving legal advice on such matters.
