Inexcusable for whom? My guess is that cor internally decided on numbers below which they wouldn't go, and that all their potential partners failed to meet those numbers, so cor has decided to wait and hope that as the truly desperate make their deals, better terms arise. If this is accurate, it may be a fundamental miscalculation, analogous to somebody a year and a half ago deciding not to sell their house in the hope that prices would improve.
