Question is why the need to make divi freetrading?

If they would do the usual restricted dividend (cannot be sold for at least a year or more),there would be no delay and company could move forward and start making millions with the 40B$$ thingy..instead they stalling for 3months already on the free divi.What's the difference other than a free divi could be sold.
How many freetrading divi shares will insiders be getting...lol that they need them freetrading!!!
I too would want my free million divi shares freetrading.
