I think it's both.

I don't think it's so much of an effort to promote as it is ignorance and gullibility.

There are a great many professional promoters involved with this one. And for every promoter there are thousands of gullible newbies. But it's equally alarming that even some experienced "investors" are refusing to consider any possible downside.
