The way I interpret it - without having seen the actual patent - this patent covers a mechanism by which the biometric print is encrypted inside the actual biometric scanning device before it is sent over the local bus and to a central server i.e. to make it available for biometric print roaming. To encrypt the biometric print BIO-Key leverages the TPM as the source for the encryption key.
I do not see any indication that the actual biometric feature comparison is made in the device itself. This would also be consistent with the fact that Broadcom has developed a chip for the actual print comparison as incorporated in the new Dell E Series of laptops.
