Minor correction, walldog: Petrobras (as I understand it) is a government-private sector mixed joint stock corporation. I expect that the control by the federal government does not entirely remove their accountability to the private sector which holds PBR shares.

In fact, if I were PBR management, I'd be more scared of my slip-up being punished by the Brazilian government than by the shareholders. As sole procurer of oil for an entire nation, the threshold for failure must be very thin.
