Ghors--I agree with you on the staff attorney. When Samsung's lawyer said the staff's position was no infringement, I did not take it to mean that the staff meant that IDCC's patents did not intersect Samsung's patents so that there was no infringement, instead, I think he meant that because IDCC cannot enforce the patents because of equitable estoppel, there was no infringement. IMHO
