Unless I'm under the wrong impression, I thought the whole idea behind the ITC is to impose economic sanctions against those that infringe without paying. The economic sanctions level the playing field for settling the economic prong. How easy it is to muddy the waters and redirect away from the main issue and purpose for bringing action before the ITC. IMO.
