If half the town is being murdered then yes its the fault of the authorities since someone who is insane can't be helped.

This is what happened with CMKX Billions trading daily and nothing was done about it. Booo hooo I'm the helpless authority I can't do anything.... How pathetic is that...

So what you're saying is that if your entire street goes missing becuase of a murder and you call the cops and they say sorry we just can't help you thats OK ?
