If I owned a public company and …
The share price was let’s say .03 on the dollar.
There were huge blocks of aftermarket shares every day.
The stock was not trading correctly -and never has been, DTC issue.
I were selling shares (I’m going to get crap for this one, but the float has just about doubled in a year+-)

I would probably do everything I could to see why and correct the problem.

Assuming they need to sell shares to drill a $50,000 well. (And I know they say that don’t but there is that pesky problem with the share count increasing.) They will need to sell 1,666,666 at today’s prices instead of 50,000 if it were near FMV.

Yes, I would be doing everything I could to fix the problem.

Take my advice with a grain of salt. (preferably many grains distributed around the rim of a margarita glass.) I am not a stock professional, trade at your own risk!
