I am sorry Greg, you misread the instructions.
A computer that is running a version of Windows 2000 or Windows XP.
Administrative permissions on the computer.
What you are trying to do is the reverse. You are trying to let a user run a Administrator account.
The way windows XP is setup is that Administrators are gods on the system, and users are peons with no rights. Here is what you can do. Start windows and login on the account that has Administrator rights, then in the control panel you change the other account to a Administrator account. Then log out of windows, and log back in on the other account. You can now set it up as you want. When you get finished log out, and log back in on the other Administrator account, you now go and change the other account back to a user account, and you are all set.
