Why is Carpenter maintaining a 'neutral' rating? Three letters, 'ITC'. Even though we are confident, the staff opinion is proof that there are no guarantees. I think that decision and 5-6 point haircut in price shocked Carpenter. A loss or even a tie at the ITC, however unlikely, would be a significant setback and he is gun-shy.
