From the look of the pictures, if they want to load the coal they need to, replacing the slope belt head and tail would be necessary.
Running coal is the easy part of this project, because it's done with machines. Most of the rehab work is just pure, backbreaking labor. Once they start producing, you can pretty well count on it continuing, or they'll be back to the manual labor part of it. And knowing how miners think, they won't want to do that.
