BLDV 14 July 08 Update from Belize…

Yesterday, Monday, 14 Jul 2008, I called the Government of Belize and finally got through to the Mr. Joseph Waight. He was very professional and is the supervisor whom I was informed to get in contact with as he was one of the main gentlemen who sat down directly with Mr. Quincey Moaning to discuss the future of BLDV in Belize. Here’s a short version of our conversation.

One of the main things Mr. Waight made clear to me and asked was that I please do not take what he tells me as any investing advice to be pro or con Blue Diamond Ventures to buy or sell any shares as he is not very familiar with the market. He made it clear that he knows nothing about stocks.

Mr. Waight informed me that Quincey has been over to Belize to coordinate with the Government of Belize “a couple of dozen times or more” as he puts it. Then he corrected himself and said that it has been more than “a couple of dozen times” that Quincey has been there in person coordinating with the Government of Belize.

Mr. Waight confirmed that the BLDV relations have been renewed with the Government of Belize and they are now fully on board. BLDV will not lose the land and buildings that were part of their original deal over in Belize as you can read later in the PR below. Mr. Waight told me that Quincey has purchased a small farm that he was granted approval to do so by the Government of Belize. He told me that it was originally for 188 acres, but was approved to be increased for 201 acres. He also told me that the buildings were part of the deal too that was originally submitted. He said that it was all a package deal for the land and the buildings. He told me that it was the old agriculture college that Quincey originally had been working on getting. These will be the 17 buildings that are part of the Old Lynam College there in the Stann Creek District of Belize. These buildings will be where Quincey will setup their headquarters for the BLDV biofuels and research and development operations. This is also where Texas A&M will now be coming back into play to honor their memorandum of agreement with the Texas Agricultural Experiment Station that Dr. Riskowski recently spoke about waiting for Quincey to contact him about. Texas A&M University has agreed to serve as BLDV’s technical assistance partner in Belize as indicated in the PR below:

Mr. Waight told me that the current land and buildings that Quincey purchased there in Belize is for the BLDV Pilot program. This was also approved by the Government of Belize, Ministry of Finance and the Prime Minister of Belize, Dean Barrow. This Pilot Program is only to get things started as quickly as possible as expansion plans are part of the ”Business Plan” that they have on file with the Government of Belize, Ministry of Finance. I asked how long BLDV has had their Business Plan there on file with them and he said that he does not know the exact date, but he knows that it has been on file for a long while. The previous guy I spoke to informed me that he knows that it was on file there in Belize at least since 2007. Mr. Waight said that there was more land that Quincey has but did not have the Business Plan in front of him to see all of the exact details.

I asked Mr. Waight… Why did things take so long to get approved by the Government of Belize? Mr. Waight clearly explained that the reason why things took so long was not because of Quincey and Blue Diamond Ventures. He specifically said that it was because of their old government as Quincey and Blue Diamonds had to wait until everything was coordinated with the new government to be "officially" endorsed by the new government that had taken control. Mr. Waight said that the majority of delays were due to the survey and land titles that took much time to get done because of their long coordination processes within their government.

He told me that the government had a lot of things to deal with and it just took lots of time for them to get around to approving everything. Mr. Waight said that everything has been approved by the Government of Belize, Ministry of Finance and the Prime Minister of Belize, Dean Barrow. He said that Quincey can now finally move forward with his plans as they all have been completed and approved.

He said that the meeting went very well between Quincey and Dean Barrow, the Belize new Prime Minister. To familiarize yourself with the land and buildings of which I am referring to above, read the PR provided by Belize’s Leading Newspaper below:

The same Mr. Waight that is referred to in the PR above is the same Mr. Waight that I am referring to within this post that I had spoken to whom number I have provided above for all to call. As you can see from reading the PR/article, the old government was the one who had signed the deal of which the time consuming matters were partly because of getting the new government to fully commit to the BLDV Business Plan and sign off on it. Such has taken place as the Prime Minister of Belize, Dean Barrow, has recently endorsed BLDV beginning their Pilot Project of constructing their biodiesel plant and research facilities.

Mr. Waight told me that Quincey was there in Belize about 2 or 3 weeks ago to close on all of the deals. He told me that one of the reasons why Quincey was there was for Quincey to sit down and get everything endorsed by the new Prime Minister of Belize, Dean Borrow. He said that such had taken place and that the Government of Belize, Ministry of Finance and its Prime Minister supports Quincey and Blue Diamond Ventures 100% and that they are very legitimate in what they are doing for their country.

Mr. Waight told me that Jatropha is one of the sources that will be primarily used for feedstock. There will also be other sources as he believes that another one of those other sources will be the cohunes nut, but he said that he would have to go view the business plan again to make sure of all the exact sources to be used for feedstock. I told him that if the Business Plan was not right in front of him to not worry about going to get it for me as I felt that he had supplied me with more than enough information already.

Mr. Joseph Waight was very professional and courteous with providing me with answers to my questions and more. Mr. Waight made it known and reiterated that the Pilot Program was of prime importance as it is what BLDV was approved to do now and was the major step for BLDV setting up immediate construction for their biofuels plant and their research and development facilities. The goal is to get the Pilot Program up and running very soon and then continue to expand as time goes on. This is a major hurdle for BLDV that is no longer speculation, but is fact.
