Countryboy, there are several possibilities here.

First, since the blog you posted is dated from January, Silverlight could have been one of the services that lost out to TVTonic in the bidding process. Unless there's evidence of a live streaming "Olympics on the Go" service from NBC, it could be that NBC opted for only one high quality cached service, especially since the 12 hour delay from China would negate the benefit of live streaming anyway.

Second, ever since the TVTonic news last week I've thought that Microsoft, more than NBC, could be a potential buyer of WXP when the time is right. The bolds you placed in your post of the blog from Microsoft's Somasegar seem pretty clear about this, as you no doubt noticed.

Microsoft does not currently have specific plans to bring offline capabilities to Silverlight, but it's something it will eventually do, said John Case, general manager in Microsoft's developer division.

"It's something that we will want to do," Case said in an interview on Monday. "Eventually, customers will expect us to do it."
