It sounds as though the most likely option farmers may take is to simply not replant anything and take the insurance. I have posted a newspiece earlier which may help you understand how farmers are going to react. But there is also a lot of concern as to the solvency of these insurance companies as the likely mass number of claims hits their desks. Particularly given the liquidity issues in US credit markets ... its a debacle by the sounds of it.
