by 12:00 noon, Friday, June 13, 2008, the
parties shall deliver to the Clerk of Court
a supplemental letter brief, not to exceed
five (5) pages single-spaced, addressing the
following three questions: (1) whether the
instant lawsuit impermissibly circumvents
the administrative and judicial review
requirements of 19 U.S.C. § 1337(c) and 19 C.
F.R. § 210.24; (2) whether the claims raised
in this lawsuit are ripe for judicial review;
and (3) whether the preliminary injunction
entered by the district court violated the
statutory grant to the Commission of
authority to terminate the investigation of
an issue in favor of arbitration of that
issue pursuant to a private arbitration
