To make it extremely simple:

A BDC is set up under rules established in 1940 and it is actually more like an investment fund.

A development company is simply a company that is in the process of developing. For example, most junior miners are in the stage of development, BUT they are certainly not set up as BDC's.

There is actually much more to a BDC than the very simple explanation that I just gave, but trust me, PHGI is NOT a BDC!!!!!!!
