They could have statically tied this logic off to be inactive or had it dynamically disabled.
Sure... The question is when did they decide to punt on the extra functionality? I imagine it was enabled in the A-step, and it does not appear the current C-step is that much lower power than the A-step. My assumption (maybe wrong) is that one of the changes in the new D-step is to really disable all this stuff.
In terms of what it is:
Le Grande Technology (a bunch of encryption stuff)
Vanderpool technology (the multiple virtual machine thing)
and of course the 64b stuff.
