There have been 4's on the ASK for at least a week now. But the best ASK price is still 0.0003, and currently 4 MM's are sitting at 0.0003. For the ASK to increase to 0.0004, all of the MM's currently at 0.0003 would have to move higher.

As long as 1 MM is sitting at an ASK of 0.0003, shares can be purchased at 0.0003.

My Level II feed is a paid subscription, and always gives me real-time data, even after-market and pre-market. I have had my screen up since 8am this morning, and never saw MM's with a minimum ASK of 0.0004. There were always MM's at .0003.

I'm not sure why brokers' level II would show 1x4 only unless they're slow to update.
