BINGO! you are correct. during my talks with rick he mentioned that the credit crisis did stall hcpc as their ability to move forward. the sales of the pref shares has brought in money to allow hcpc to move forward with their plans and now that they have found a FIX to the problem they are infact moving forward. :)
