And that is the reason Matt has to take into consideration WHO is doing the TOS'ing! I'll wager he puts a great deal more weight on a TOS from someone that posts regularly but TOS's rarely than he does from someone that TOS's more than they post!

And that is just one of the possible scenarios for dismissing a TOS report.
