If this compnay is diluting, it has to be run by the dumbest management team in history. Penny stocks dilute into fluff PRs. They certainly wouldn't put out a PR stating Q1 numbers are being delayed if they were diluting. I'm not saying they are doing a BB but common sense says they are not diluting.
