michlaw - there is no SEC phone number for info regarding the status of the registration and conversion. The SEC will tell you to contact the company. You might try the company for info on whether they have recieved a 'comment letter' back from the SEC.
The number DM gave you is for the investigation regarding the SEC's halting of the trading of MSRM stock.
The registration process:
Registration starts when a registration form is filed by a company with the SEC.
GBRC filed on February 12, 2008.
The SEC staff reviews the filing, both from a legal point of view and from an accounting point of view. The SEC then sends a “Comment Letter” to the company, containing questions from the SEC staff, additional requirements for disclosure, suggestions for better presentation of material, etc. In response, the company amends the registration statement, and that amendment is then reviewed by the SEC staff. The staff may send another “Comment Letter” or it may relay final
comments via telephone. When the SEC staff has “no further comments”, the registration
statement can become effective.
Normally, the Commission orders effectiveness about 5 days
after the staff determines that they have no further comments. The entire process is normally
completed within 90 to 120 days; obviously, the unknown is the number of SEC staff comments
and the time required to respond to them.
If you were a Carbon Recovery shareholder, you will receive one share of Global for each
share of Carbon Recovery ( 1 for 1) and one “B”, “D” and “E” warrant for each such Carbon
Recovery warrant.
If you were a Mobilestream shareholder, you will receive one share of
Global for each 7.143 shares of Mobilestream and will also receive one Global warrant for each
three shares of Global received.
The expiration dates of the warrants have not been published as it will likely depend on the date the registration becomes effective.
