I take that to mean the company can do what it wants (seeing as
Raphael controls 67%) and when it notifies the state with the
form filing, the state will update their records. Who makes sure the
company files (timely, if at all) when changes are made? Sure, the IR
guy gives out a number, but I received two different numbers back
to back (200M from Barwicki on 3/10/08 and then the next day 150M
from Stefanakis).

That's really the problem, they're not a reporting company.
