Actually, that number is a spongy, ballpark estimate. I first had the thought it had to be conservative and that any real breakthrough could be marketed in a year or two -- at least on an R&D basis, beta testing. But since first hearing that number from USSE, I've had it confirmed by other "doctors" that such a fuel would require the full three tier testing and then the engine people that might want several years of road testing after that.
